When I rebuilt the carb on my CJ7 (4-banger), I ended up having to replace it altogether. I found the bushing for the throttle shaft where it goes into the body of the carb was slightly oval from wear, and every time I stepped on the gas even a little, it would allow air in, throwing everything...

I had grounding issues, too. I solved it by running a wire from the firewall to one of the screws that attaches the speedo. This ensures that I have ground even if the connection between the dash and the rest of the body is bad. Of course, you have to make sure you have ground from your body...

It should be on the head. Driver's side, near the firewall. Typically when you have a problem with the CJ gauges, it's due to bad grounding. Make sure you have good ground at the dash all the way to the block.
