90 transmission in 92 xj

Rebuilt one of my xjs. 92 xj Laredo. Fresh 4.8 stroker, fresh 1990 aw4 with supra valve body. Fresh np231 HD.
The Transmission won't shift out of 1st gear with the 92 tcm. The 90 tcm won't plug in. Got 3 other tcm's from 92-95 no change. Transmission manual shifts fine even od.
Any suggestions?

There are 2 fuses to check (one in the fuse box and one inline by the controller) and you need the later speed sensor off the trans (I only recently found that out)
