Heat problems on my 97 TJ

I just bought my '97 wrangler with 2.5 engine. When I got it, it had no thermostat, so I put a brand new one in it. I have blown out the heater core until water ran clear through it and I have manually switched the the blendor over to heat. The blower motor blows strong on all 4 settings, the beat I can get out of it is just a little bit warm. Does anybody know what else I could do to fix it? I've already pressure tested for leaks.
 

What temp thermo did you put in? What temp does your engine get? Is more air blowing out when you increase the fan speed? And your sure the blend door is closed pulling only outside air?
 
With addition to what jpninpa asked, Wondering if the system was ever really corroded. This from experience, my heater core was pretty bad and caked with gunk, motor temp was great (even at -30C on highway) but because it was gunked up it had a hard time with the heat transfer from the core through the gunk

You are speaking of the exterior of the heater core, correct? Debris stopping air flow, Yes?
 

Inside. Mine was all caked,rusty, slimey, nasty junk. Whole system was pretty bad. Hard for heat to transfer through that. It was in an escort that I got 500K out of lol Till transmission went. No Matter how many times I flushed it I couldn't get it cleaned out
