I need help

I had to remove the tension pulley in 96 xj. Put it back together and in getting a weird noise, My question is the way its assembled #1 Bolt threw pulley, #2 then a really thick washer. Now is there another washer in there somewhere that may have fell without me seeing it? Or dose it just screw into adjuster bolt?

Could be that there's another spacer washer or something, does the pulley look like it's really close to any of the metal behind it?

I found that when I put it back on I did not have the 7" tension bolt seated in its correct position, my bad, noise gone, thanks.
