Newbie needs help

Help! I just took my '93 Jeep Grand Cherokee in for emissions testing in MD. They use a dynometer on both front and back wheels for testing of the enissions. It failed for high HCs and NOX.
Now my Jeep takes about 4 superlong cranks to turn over and then it bucks and misses and hesitates for about a minute until grey smoke comes from the exhaust area - then it settles down until I come to a stop. When I start out after a stop, it does a light version of the bucking etc. If I lightly rev the motor first, it minimizes the problem. Today it added the variant of grey smoke pouring from the air cleaner. I rmoved the air cleaner since it had about 2 inches at the front grill end that was saturated in a petroleum material (think its oil - but I am a novice in the car area). Smoke still pours without the air cleaner (am on the way to the auto shop to replace).
Any ideas? Could the dyno testing have cause this or aggravated an underlying problem? What should I check?
