When your jeep heats up the pressure rises and pushes some fluid into the overflow. When you turn it off and it starts to cool the fluid should be sucked back into the radiator. There should always be some fluid in the overflow.
If you have some gurgling try replacing the cap and burping and filling the radiator. If it is boiling only after you shut off the jeep replace the cap and check your head for cracks.
Engine head that is. Between Cylinder 3 &4.
