TJ 4wd question

My girlfriend drives a 2001 Wrangler Sahara 4wd with a 4.0liter and an automatic transmission. Recently behind the wheel i needed to put it in 4wd and opted for low range for the gears holdback on a downhill, but when i pulled the shifter back to 4lo the dash still read part time. There was no holdback either as if it was still in 4hi. I looked underneath and all linkage is still connected and it steers like its in 4lo. Is that the way this series of jeep is supposed be or is something wrong? On the dash beside the part time light it has a 4 Low light and a Full Time light but neither came on at any time? Thanks for any input i recieve, Sam.
 

The full-time light will never come on, wasn't available in Wranglers. Sounds like the transfer case linkage may need adjusted to get it all the way back into 4lo.
 
I looked underneath the jeep and was not able to see any place for adjustment on the jeep. Would the adjuster be nearer the the shifter or is there something in the linkage that i am missing?
 
I think the adjustment in on the bottom of the transmission tunnel on the drivers side next to the Tcase on teh TJ's. the shifter itself is attached to teh body and there is a linkage that connects it to the case. over time as the body mounts settle and otherthings start to sag, linkages migh tneed adjusting to keep the shifting easy and smooth
