have a couple questions first what the hell is this thing? It is above the gas pedal. second would new shackles give me a bit more lift in the front and rear? here are the pics

Not sure about the thing above your gas pedal, but I do know about shackle lifts. Since a shackle lift only raises one end of the spring, you'll only get .5 inches of lift for every inch longer the shackle is. When you get longer shackles, you'll allow your spring and axle to move around more, so you don't want very long shackles (I'd stick to under 1" longer than stock).

If memory serves MORE has a good name:

I'd combine the small shackle lift with a 1" body lift if you're looking to clear larger tires.

for that first thing, why dont you take another picture of it so we can see whats around it and what it attached to.

if your looking to get a lift for cheap then you wont be able to do a suspension lift. you'll have to do a body lift. however that won't help if you have any clearance issues. the body lift will run about $100 for 3" and the suspension $500-700 for 2.5" pro comp.
 
i figured out it is the transmission kick down switch for the quadratracs as for the lift i just want a little more clearance in the back end
 

looks like some kind of throttle control sensor ,is there a wire attached on other side ,
 
You can ad a leaf for more suspension lift. I would not recommend long shackles or too much body lift. Like it was mentioned before, I would not go more than 1" over stock shackle size, and I would not do more than 1" of BL if any; the more BL you use, the more stress on the bolts that hold down the body.
