XJ License plate bracket install

I have a 99 cherokee sport. The car was in a fender bender (previous owner) and so the bumper is a factory bumper but not the original so it doesnt have a bracket for the license plate. I have the bracket but I cant figure out how to install it. is there a good way to get into the bumper to screw the bracket into the 2 small square holes on the underside of the bumper and do I need to drill any holes in the front of the bumper? any advice would be helpful

I just drilled two holes. But get the plastic inserts for the bolt because try to get in the back of the bumper is a p.i.t.a.. although it can b done.

Local parts store should have some square plastic nutserts for license plates in the "Help" section. The nuts come in different sizes, just gotta match em up... or use a magnet grabber tool to drop/hold small bolt in from side/top of bottom bumper and put nut on bottom.

I forgot to mention that the bumper comes off with just 4 bolts. So you can get to the back that way too.
