    I would humbly suggest (and I feel like I said this a million times) that unless you're an experienced off-roader, leave the Jeep mostly stock for at least a year or two. That'll give you time to see how much and what type of wheelin' you really want to do, plus it'll give you lots of seat time...

    Tire size

    TJ's came with 31" tires from the factory (Rubicon models) so you should be able to run 31" tires without any issues. You can fit 32" tires if you either install wheel spacers or get aftermarket wheels with enough offset, although you may get some rubbing off road with the suspension flexed out.

    SYE kit necessary for 4 inch lift?

    I have the 4" Skyjacker springs/shocks on my TJ (rest of my lift is Rough Country for the most part though - couple of JKS items, but I digress...). I've been happy with it so far. Done blacks and blue-blacks at Rausch Creek and the suspension has soaked it up with ease.

I myself am running 32" tires on 5.25" lift (4" suspension 1.25" body) until I can afford bigger tires so I certainly understand the budget issues.     32s? On a 6" lift?? You could EASILY fit 35s, possibly bigger - I wouldn't be surprised if you couldn't throw a 1" body lift on and run 37s - and you might not even have to do the body lift. Hell, run tube fenders, trim the rear and you might be able to fit 40s. Of course...your axles might not...
