01' Grand with howl owl whine from front end.

Lookin for some help. 2001 Grand with 6 cylinder. 90,000 miles well maintained. When I get up to about 60 mph then let off the gas I hear a distinct low howl or whine maybe from the front end. Step ON the gas pedal and it gets less noticable, step OFF of the gas and it's annoying and loud again. Disappears completely below 55 or so and comes back on like clockwork at 60 mph. Differentials have fluid topped off but I have not pulled the caps. Someone suggested vaccum link but I have no idea where to check. Just replaced the tires and still have same problem. Oh yeah, my gas milage seems to be down as well 13 to 16. Wonder if the two issues are related.

OVERVIEW:
This bulletin involves the replacement of the front propeller shaft and front axle yoke.
MODELS:
1999 - 2001 (WJ) Grand Cherokee (Domestic & International Markets)
2001 (WG) Grand Cherokee (International Markets)
NOTE: THIS BULLETIN APPLIES TO VEHICLES EQUIPPED WITH A 4.0L
ENGINE, A FOUR WHEEL DRIVE SYSTEM (4WD), AND BUILT PRIOR
TO DECEMBER 15, 2000 (MDH 1215XX).
SYMPTOM/CONDITION:
The customer may experience a powertrain related sound which may be described as
front axle whine. The axle whine-like sound may occur during any vehicle speed and
during any of the following driving modes: acceleration, coast, or float.
DIAGNOSIS
If the above condition has been experienced on the vehicle in question,
perform the Repair Procedure.
NOTE: REFER TO TECHNICAL SERVICE BULLETIN 03-05-99 IF ADDITIONAL
AXLE DIAGNOSIS IS REQUIRED.

Pretty much describes it right on the nose, thanks very much. Your post doesen't happen to be from a recall notice does it?
