I don't think so. There are 2 fuse blocks in a WJ. One under the hood A.K.A PDC(Power distribution center) and another on the left hand side under the instrument panel next to the steering column A.K.A JB (Junction block). Both of them contains relays and fuses. Since your HVAC is a manualy controlled head, it would be a partially vacuum and electronically actuated mode doors. Check for a loose vacuum line or cracked line on the intake manifold. If that's all good, remove the HVAC control and locate the vacuum connector on the switches. disconnect the connector from the switch and start the engine. Listen for the presence of a vacuum leak from the lines. If there is a hissing noise, then the vac. line from the engine is good and the issue is within the switch or the vacuum harness that connects to all the actuators.
