how to get to 4:1 ?

And aren't there 21 and 23 spline 231 t-cases? Like early and late model yj t-cases with another variation of each having long and short input gears?

I know I had to open my t-cases and swap parts when I put a 231 in my grand Cherokee because of those little things
 
Here's a fix for you: AX-15 trans with Dakota 2.5L bell and clutch to the Rubicon 4:1 tcase. (I have it all except the bell for the 2.5L)

Yes, 21 and 23 spline input gears with at least 3 different lengths and 2 different gear cuts (early v. late).
