I have heard that is a fun mod. Couldn't come up with some PVC from one of the college labs?

Oh it's a great mod, especially when you play with what you've got left. Insanity tends to ensue. I really do need to get some PVC though

Depending on the state, because they do vary... Wheels do not need to be DOT approved. so bead locks would not be an issue.

I am running weld on bead locks, I just got them done and I have not taken them off road yet, but... with out bead locks I would run 5-7 PSI with out issue. Tires are Q78's

DOT regulations are actually nationwide, so they do apply in each state. Some officers may not recognize the violation though. If they play hardball in your state, then you might be better off paying for the DOT wheels or do like Utah and run the internals. They may not notice the extra valve stem.

The internals are DOT legal, the only reason bead locks are not DOT legal is its a mechanical lock on the rim and if not properly maintained they can throw a tire off the rim, causing damage to other vehicles.

Actually, the only reason they're not legal, is because it is an unapproved modification to a DOT approved product. People like AEV have gone through the steps to get their wheels approved. The ones you do in your garage to a DOT approved rim are no longer DOT approved, but there has actually never been found to be a law forbidding the use of beadlock wheels.
