Low fuel injector voltage

I am working on a 1987 Cherokee 4.0L.....Problem I am having is that its backfiring, fuel injectors have less than 1 volt going to each injector when the ignition module is connected. I do have 12v going to injectors when module is disconnected. Distributor cap looked like if spark was occuring at 40deg. Distributor was not lining up right. crankshaft position sensor wires were bare. I have changed so far, Spark plugs, distributor, cap & rotor, ignition module, starter relay and crankshaft position sensor. I have checked for short to ground, short to power. I have had no luck. Does anyone have any ideas?
 

Check the wire resistence to ground and to hot (disconnect battery). Also check voltage from injector to ground on battery. Not sure what the injector resistence is but id check that also.

The voltage coming from the computer KOEO is 0v there is no resistance coming from. No resistance from battery ground to the computer and to the injector.
