It is legal in Massachusetts but there are a couple of rules
1. The light can't be mounted more than 2 feet above that ground.
2. they can not exceed 55 watts.
3. you can not deter from the original bulb (if your car came with standard beam lights, You can't change the bulb to a crystal ion style in your factory lens or drive around with aftermarket ion style fog lights on.)[addsig]

it is not legal to drive with any extra lights an (other then OEM) on your vehicle in NYC. even those bug eyes people put on their hoods[addsig]
