Tire/Lift question

I've only had my TJ for about 3 weeks, although I've had 2 XJ's and lifted both of them. Anyway, I'm eager to start but like everyone else don't have a whole bunch of money to spend. My TJ's a '04 with stock everything. Can I run 31's without a lift if I get the black steel soft 8's or another comparable wheel? Also ultimately I would like to run 33's should I go ahead and do a 1" body lift for now(which would definately help with 31's). Then when I can afford more I could just do a 2" coil spacer in addition to the 1" body lift, plus a t-case drop. Sound about right?
 

You can run 31s as is, and you would probably be fine with 33s and the 2 inch spacer. This is for on road - if you plan on doing any hard core wheeling, you may want more life + the body lift.
 
Shoot i run 35's with a 2 inch body lift, 33's would be no problem and a 2 inch body lift ain't that much, i made mine with pipe couplings and washers cost me $15 and sometime with the welder. (have y'all figured out yet that i home make my stuff? lol)

I would go with a 2 inch lift and a 2 inch body lift. Should be enough for off road. I take my 89 to moab every year and do poision spider and hell's canyon with just 2 inch suspension lift. Depends on what your gonna do. Jeepz kick a**.
