Hy when installing lift kit do they tell you to drill new hole for steering stabilizer on axel mount?
 

No but sometimes cheaper lifts, ie Rough Country will have you drill a new hole for the track bar to center the front axle. It puts it real close to the existing hole and can wallow out and then you have one long hole. Better option is to get an adjustable track bar. Just FYI a traction bar is a whole different thing and is for the rear.
 

The track bar connects the axle to the frame of the jeep like so:

When it's the correct length everything lines up. Now imagine that was 4 inches too short (or whatever your lift is). This will move your axle to the side, under the Jeep, and your driver side tire will stick out farther than your pass side.
 

You don't need a drop pitman arm in all situations.

What you're shooting for is that the draglink and trackbar be as parallel as possible.
